The license has reached activations limit

I used LexActivator for c# and I generate license with limit of 5 activations in Cryptlex administration panel, somehow I dont know why I got error that license has reachd activations limit, the license currently has only two activations.

Also I tried another license that have limit of 1000 activations and only one activation was used but I got the same error? what could be causing this problem?
