Bare Metal cloud machine can be treated as Physical machine?

I know when “allow VM” check box is unchecked, the only physical machine will be allowed to activate the license.

Bare Metal cloud machine can be treated as a physical machine?
Have you guys ever tried with Bare Metal cloud machine?

Because, some customer wants to use Bare Metal cloud machine as a Floating License Server since Floating License Server has to be installed on a physical machine, but they prefer not to prepare and manage a physical machine by themselves.

If it’s bare metal, OS not running inside any VM, then it won’t be treated as a VM even if it is in cloud.
