Different between Active/New/Inactive users

Under user section on the dashboard, I see All, Active, New, Inactive.
I created a user as a test and it appears in new and inactive section for some reason. Also I don’t see any option to put a user inactive or active.
How does this work?

Active user refers to the customer who has recently ( less than 30days) used your app. It requires that user is linked to the license.
