[Bug Report] Default state of “Allow VM” is not matched to Version settings

Hello,

Even when “Allow VM” is UNCHECKED in Version configuration, “Allow VM” is CHECKED BY DEFAULT when creating a new Product Key on that version.

It is inconvenient, and could lead to misconfigure of Product Key.

Can you modify it to reduce human-error?
