Floating license fingerprint matching (Docker)

Hello,
“Licensing Docker Apps” page says: “leasing strategy for the license is set to “per-instance” and the fingerprint matching strategy is set to “exact””.
Why fingerprint matching must be set to exact for per-instance strategy? Whether fingerprint matching affects instances matching?
Shouldn’t “fingerprint matching strategy” be ignored for “per-instance strategy”?
