Activation error 59 with python lexactivator

I’m trying to simulate license activations using the lexactivator python package and sample project (here), however activations receive error 59 (LexStatusCodes.LA_E_ACTIVATION_NOT_FOUND).
The error occurs no matter which valid license key is provided, and is the same as using a nonexistent license key.

This status is only passed to the callback function. You should activate the license. Also ensure that if you are using hosted-floating license type the the server sync interval should be less than the lease duration.
